The primary reason for a government to carry out a false flag attack is to create a Hegelian Dialectic or Problem -> Reaction -> Solution. This is a deception or ruse to control the minds of the governed people.
The target of a False flag attack is NOT the political enemy, but the population of the nation who carried out the attack. Pearl Harbor is one of the more infamous examples of a false flag carried out against the American people. Roosevelt let the Japanese attack knowing that this would incite waves of support for the war; had the people known the truth, they would have most likely directed their indignation towards him and not the Japanese.
It's believed that George W. Bush and members of his administration conducted a false flag attack on September 11th, 2001 to reign in the American people under the Patriot Act.
The concept is simple: engineer a scenario to manipulate a group or individual into acting in a predetermined way, whereby the individual is deceived into taking an action they would not normally do. This is accomplished by providing a choice that appears different, but leads to the same outcome.
When a parent wants to get their child to eat vegetables, and the child normally refuses, they can prepare two dishes, both containing vegetables - one dish they already know the child will not like, and something new. The child makes their selection thinking they have made a choice against the vegetable they dislike, and unwittingly eat the dish the parents wanted them to eat anyway.
Hegelian Dialectics are used at nearly all levels of society. The only defense against them is knowledge. Belief in experts and authorities, like mainstream media, without fact checking and critical thinking, make one susceptible to deception. But even the best ruses fall apart upon close inspection.
